欢迎大家来到北京外国语大学法学院。北京外国语大学是以一所以开展外国语教学闻名的著名高等学府,获批开设101种外国语教学,涵盖183个与中国建交国的官方用语。“语通中外,道济天下”是北外的使命,也是北外法学院的奋斗目标。
语言是沟通的工具,也是文化的符号、信息的载体,是包括法律在内的抽象性规范的表达方式。在世界上,由于历史、环境、人种以及发展进程等各种因素的影响,各国、各地区的语言表达形式存在巨大差异,并被定义成不同的语系、语种、语言等。而法律是调整社会关系的规范形式,其最重要的属性就是公开性、宣明性,因此,法律只有通过语言的形式进行公布、解释、适用,才能发挥功能。当今世界,在以民族国家为基本单元的国际秩序下,存在着各国颁行的法律规范,其差异性除了源自国家主权外,不同的语言形式成为理解彼此的最大障碍。
当今世界,科学技术发展带来的全球化进程不断演进、“一带一路”建设不断深入、中国企业出海不断扩大、各国之间的人员往来日益频繁。在这种国际形势下,人员、货物、财产、以及数据的跨国、跨境成为常态,经常受到多个国家、司法管辖区的法律规制,这就必然需要中国的法律职业者理解、认识、解释、适应域外法律。这也是当下需要加强区域国别法律研究,大力培养优秀的涉外法治人才的实践逻辑。
北京外国语大学不仅教授101种外国语言,而且研习101种外语所表达的政治、文化、社会、以及法律的信息。国际化是北外的本色、底色,以及亮色。北外法学院也自带北外的国际化基因,在法学教育界中具有与众不同的国际范儿。培养精通中国法律、具有家国情怀、世界眼光,可以适用外国法律、国际法律的复合型、实用型涉外法律人才,是北外法学院人才培养的核心目标。在北外法学院,学生们用中文学习中国法,用英文或者其他外国语言学习当地国家法律,这种“双语、双法”“多语、多法”教学模式,是北外法学院发挥外国语教学专长、培养涉外法律人才的独门绝技,也是北外法学院在国内外发挥影响力的关键所在。
自2001年创建法科教育、2006年建立法学院以来,北外法学院在历任领导的带领下,筚路蓝缕,开拓进取,在人才培养、科学研究等方面取得了长足的进步,一大批优秀法科毕业生活跃在立法、执法、司法以及法律服务的一线,北外法学院已经成为培养优秀涉外法律人才的重镇。
二十多年的砥砺前行,北外法学院已经弱冠成年。面向未来,法学院要继续对接学校外国语言教育的优势,进一步拓展国际合作空间,满足国家对涉外法治人才的实践需求,大力培养精通中国法律、具有中国法律执照,并且可以适用域外法律、甚至取得域外一个或者多个法律职业准入资格的实践型、复合型、复语型卓越涉外法治人才。

Welcome to the School of Law at Beijing Foreign Studies University
Beijing Foreign Studies University (BFSU) is a distinguished higher education institution renowned for its comprehensive foreign language programs. With instruction available in 101 languages, BFSU offers courses in the official languages of every country with diplomatic relations with China. The guiding principle, "Bridging Languages, Serving the World," encapsulates the mission and vision of both the University and its School of Law (BFSULAW).
The Role of Language in Legal Education
Language is far more than a means of communication; it is a powerful cultural symbol and a conduit for information, including the articulation of abstract concepts like law. Globally, linguistic diversity arises from differences in history, culture, environment, ethnicity, and development, resulting in a variety of language families and systems. Law, which regulates social relationships, depends fundamentally on clear and effective communication. Its purpose is realized through precise linguistic expression, interpretation, and application. In the contemporary world, where nation-states form the foundation of the international order, different legal systems encounter the additional challenge of cross-linguistic understanding.
The Importance of Comparative Legal Studies
With globalization accelerating, the Belt and Road Initiative advancing, Chinese enterprises extending their reach overseas, and cross-border exchanges intensifying, the movement of people, goods, assets, and data across jurisdictions has become routine. This evolving landscape requires Chinese legal professionals to deeply understand, interpret, and navigate foreign legal systems. Consequently, comparative legal studies and the training of globally adept legal talent have become essential.
BFSU’s Unique Approach to Legal Education
BFSU distinguishes itself not only by its multilingual instruction but also by its focus on the political, cultural, social, and legal contexts embedded within those languages. Internationalism is integral to BFSU’s identity, and the School of Law builds upon this foundation to offer a unique model of legal education. The School’s mission is to nurture pragmatic, interdisciplinary legal professionals who are experts in Chinese law, committed to national values, and equipped with a global perspective. BFSU Law students study Chinese law in Chinese and explore foreign legal systems in their original languages. This "bilingual, dual-law" or "multilingual, multi-law" educational approach leverages the University’s language expertise to prepare graduates with distinctive qualifications.
Achievements and Future Directions
Since the inception of legal studies at BFSU in 2001 and the establishment of the School of Law in 2006, the School has achieved significant progress in both education and research, thanks to successive leadership. Graduates from BFSU Law are now prominent in legislative, judicial, enforcement, and legal service sectors, reinforcing the School’s reputation as a center for top transnational legal talent. As the School enters its third decade, it aims to further integrate with the University’s language resources, broaden global partnerships, and address the nation’s growing need for legally multilingual professionals—individuals licensed in Chinese law who also possess qualifications to practice under foreign jurisdictions.
